Voter ID
What to know about Proposition 39, California's voter ID measure · Read the ABC7 story
What it is
Proposition 39 would require voters to present a government-issued ID when voting in person. Voters casting ballots by mail would be required to write the last four digits of a government-issued ID or the last four digits of their Social Security number on the outside of their ballot envelope. The measure would also require election officials to maintain voter registration lists and verify citizenship.
What Your Vote Means
Voting YES
Voters would be required to present additional identifying information to elections officials each time they vote.
Voting NO
A voter’s identity would continue to be established with the voter’s signature.
Arguments
Supporters say
Proposition 39 would improve election security and increase public confidence in the voting process. California Republican Party supports the measure. They argue that IDs are required for verification in many facets of daily life, and voting should be no different.
Opponents say
Proposition 39 is unnecessary because there is already a system in place to verify signatures on the outside of the ballot envelopes. Democrats who oppose the measure argue Proposition 39 would discourage people from voting. They say the measure would impact anyone who recently married and changed their name. Anyone who shows an ID that does not match what’s on file could have a vote nullified.
Fiscal Impact
Costs of between tens of millions of dollars and low hundreds of millions of dollars each year to implement new voting requirements.
