What is a proposition?

A question placed directly on the ballot for voters to decide.

Propositions can create or change state laws, amend the California Constitution, or approve borrowing through bonds. Some are placed on the ballot by the Legislature, others by citizens who gather signatures. A Yes vote approves the measure; a No vote rejects it.
