Prop 44
Clinic Spending
What it is
Proposition 44 would require non-profit federally qualified health centers to spend 90% of their revenue on expenses that advance the clinic’s mission. The clinics, which primarily serve low-income families, would be fined by the state if they don’t spend the full 90%. Fines would go into an account that the Legislature would allocate to fund clinical worker training, recruitment and retention.
What Your Vote Means
Voting YES
Certain private nonprofit health care clinics would have to spend at least 90 percent of their revenue each year on providing health care services.
Voting NO
The new requirement on health care clinic spending would not go into effect.
Arguments
Supporters say
Proposition 44 would force clinics to spend more on helping patients and less on executive pay and overhead costs. SEIU United healthcare Workers West Political Issues Committee supports the measure.
Opponents say
Proposition 44 is unnecessary because clinics are already regulated and it could have the opposite effect on care. American Academy of Pediatrics California, California School Nurses Organization, California Academy of Family Physicians and California Medical Association are among those who oppose the measure.
